If gravity is strongest at the poles, then why do accretion discs form at equators?

The reason Jupiter is a ball is because it is a gas giant. The gas will always form a ball shape because it is confined due to gravitational pull of the actual dense mass and the perfect shape to avoid contact with other objects is a sphere.
