Is making a crack of a faulty Game Disc to get it to run legal?

I don't know how to make one, but I think as long as you only use it for yourself, it's fine. That's the premise behind ROMs: they're games made available to download online as long as you have a copy of the game (of course whether people follow that rule is another question..)
